31.4 is free over-the-air broadcast digital TV.
This information should help you resolve reception and other issues.
If you are using an older TV (big chunky box), you are converting the digital TV signal to an analog signal using a converter box. Some boxes will detect the signal when you scan for channels, while some others may not. Try inputting the channel manually with the remote. Often this will remedy the problem. You may need to have the unit save the channel to memory so you don't have to manually select it through the menu options every time. If you have a flat-panel TV (TFT, Plasma, LCD, DLP, etc.) and your antenna is plugged directly into the TV and the channel does not show in the listings when you scan for channels, you should be able to acquire the signal manually in much the same way as stated above using the menu options on the TV.

Your receiver should have two inputs in the back. There should be an unput for your subscription, and a separate one for an antenna. Your menu options should allow you to switch to, "antenna" or "air" so you can receive over-the-air broadcast TV. Switch to the antenna setting and scan for broadcast stations in your area. If your station does not show up in the listings, try inputting the channel manually.
Some of the broadcast on our station is mono on the left channel only. If you have a multi-channel audio receiver, switch the settings to "TV Surround" or "Virtual Surround." This should spread the audio signal across all channels (all speakers). If you do not have a multi-channel receiver, you may need to reverse the left and right audio outputs to receive the audio for the programs. If you are using a converter box to receive over the air digital broadcast with the left and right audio out from the converter box going into the left and right inputs on the back of the TV, you may want to get a splitter (available at any elctronics store) to plug into the left channel "out" of the converter box. This will allow you to spread the mono audio signal over both the left and right speakers on your TV.
